with the lack of a welder, I would not use self tapping screws, I would use a drill bit, get one of those large riveters at harbor freight for like $15 and some rivets.  They will hold much better, won't stick out underneath as much and draw things together better.  That combined with the grinding down, POR15 and sealant, it could last until tax time of 2012 or beyond.

I see your point the only reason i was thinking self tappers though was in case it went bad again or something for ease of removal

course if i hit with fiber mesh that wouldn't really do any good now that i think about it.

anyone recommend another type of converter cause por is a bit out of my budget.  I've heard of rustx have been thinking about trying it.

Mo Speed has POR 15 it about $35.00 for a quart can and that can will do you whole inside of your cherokee. Also need an bottle of Metal Ready to kill the rust I think its about $15.00. I used this stuff on the floor boards of my 67 camaro and the bumpers and rock sliders on my cherokee. It esay to use you don't have to sray it. I brushed mine on and you can't even tell it.

a couple of tips. make sure you wear gloves because this stuff get on your skin it will take 3 weeks to wear off. when your done make sure you take couple pieces of Saran wrap  over the top of the can then put the lid on. if you don't you will never get the lid off.
