I'm looking at upgrading the TJ's headlights. I don't want something that requires add'l wiring and want to spend around $75-$100. let me know what you think.

Check out ipf fatboys, they might be a little more than a hundred bucks though. Or maybe just add some auxiliary lights?

Silvania Silverstars!!! They are great, and under $70 for the pair. So they are cheap to replace.

What bulbs do you use with your silverstars?

Also, what about driving or fog lights? i read fogs should go on the bumper and long range are better mounted on the windshield so they don't bounce light off the hood.

The Silverstars I have a a full replacement of the stock light housing. No bulbs. And for driving lights I love my Lightforce Strikers!!! They are down on my bumper. I have never been a fan of pillar mounted lights, there is the glare off the hood, and you lose the ability to lower the windshield.
