transmission issue - please help

My brother in law has a 2000 Jeep grand cherokee and the transmission is shifting weird. Here are the symptoms - Driving at a steady speed it's shifting back and forth through gears, also accelerating and decelerating on its own. Just had the tranny rebuilt last year. Vacuum issue? Electrical issue? POS issue? :106:

How's fluid (ask Keith).

I had one doing that and it was a wire grounding issue (however mine was a cummins).
