If you don't have a lever to shift out of 4wd into a nuetral position. I don't believe you have much of a choice. Or is it like the vehicle's with auto locking hub's? In that case you might be able to swap out aftermarket manual hub's.

you need to change out your t/case with the quadra-trac your  axle can
spin at diff. speeds . the one with the least traction gets all the power.
so i would change out the t/case.

You must have the V8?  The 249 TC was more common on V8's.

The 249 (all wheel drive) transfer case was used off and on from 93 to 95 and then in 96 it became more widely used in the V8.  Most do a swap to the 242 or 231 transfer case.  The 242 is the most sought after becuase of the option of Fulltime (great for snow) and still being selectable.  My 94 came with the 242 Transfer case which gives me 2WD/4WD Part Time/4WD Full Time/Nuetral/4WD Part Time Lo.

They run about $900 new on ebay, but shop around the local junk yards or other ZJ based forums and you can sometimes get them for around $250 plus shipping.

Need a writeup or have questions send me a PM.
