When I cut the sheet metal to put TJ flares on, some sites says that I will need to tack weld the sheet metal and others dont say anything about it. Do I need to do this, and if so, any recommendations on where to have it done? Thanks.

No. Just trim it and drill some of the holes that don't line up.

I cut sheetmetal for free. It's fixing it that get's expensive.
